Ostia's Garbatella - 1926 public housing and a WWII bomb shelter

Ostia, a town along the Mediterranean Sea not far from Rome - the new, not the ancient Ostia - is partly a creation of the Fascists. It was founded earlier, in 1884. Later the Mussolini government invested massively in it, resulting in many buildings of the 1920s and 1930s style architecture (the famous post office, among them).

Public housing ("case popolari") was first constructed in Ostia in 1926 and bears all the markings of the pre-modern architecture that was built shortly before the Fascists fell in love with modernism. The Ostia buildings most resemble those of Rome's Garbatella quarter, or of the quarter of Monte Sacro, built along the lines of a "garden city" in the1910s and 1920s. The state of the infrastructure is sadly poor, but the basic design of the complex is still lovely and worth exploring.

Above, one of the grand terraces, with an enormous Michelangelo-like cornice and citations to the Roman arches, that makes one think one is in Garbatella (as well as evidence of crumbling stucco).

The lead photo at the top gives a sense of the wonderful detail of early 19th century public housing, including small balconies, and especially portholes and the ship bas relief (top photo and photo at right), echoing Ostia's life as a port since Roman times.

The brief description of the tour we took described the housing project in these terms:

"There exists in Ostia a place where one seems to turn back in time to find oneself walking through Garbatella in the '20s...."  The architect was Camillo Palmerini, who designed the buildings "on the model of a building with an open courtyard. The arches, chimneys, the loggias, the small columns, the corners, the large cornices, all are examples of the so-called 'barocchetto romano,' a term coined by Gustavo Giovannoni in the '20s to identify the style used in Garbatella, today, an ideal dialog with the mosaics of Ostia Antica, colored with local elements of ocean inspiration - boats and marine animals."


In the basement (cantina) of the building complex were other reminders of history: exhortations to support Mussolini and the King, still visible on the walls of what was a bomb shelter for the residents. Below are two double V signs meaning "viva" or "long live" and then Il Duce and Il Re (the Duce, i.e., Mussolini, and the King) [love the brooms lined up against the wall too]/


We had a fairly intense discussion with a friend - a renown scholar of Fascism - who posits that retaining these "memories" of Fascism is not conducive to democracy. We appreciate the discourse, but in this case, disagree. [More photos of these 'writings' are at the end of this post.]



At left, the sign - in the same typescript - is an arrow pointing to the "Security Exit" (what Americans would term an Emergency Exit). Again, this is a leftover from the war, covered with modern electrical mechanics, and mostly ignored (like the one above) as text.

The buildings also have beautiful staircases, with unusual angles, photo at right. We know the Romans love their staircases, witness the Bernini-Borromini Palazzo Barberini, as well as Luigi Moretti's in Trastevere's L'ex GIL (written about in our posts, as linked).

Adjacent to these beautiful, unrestored buildings is modern-day housing - which we eyed while having a coffee across the street.  Not bad, but one can't imagine having a tour of these 100 years after their construction.


Another stop on our tour was a brief look at this column, which once marked the end of via del Mare, the "road to the sea" that Mussolini constructed starting near the Colosseum and ending here in Ostia. The plinth now sports a bust of Pier Paolo Pasolini, the once "bad boy" of Italian arts, who was murdered on the outskirts of Ostia (another RST post features the park in his memory - near the murder site) [small photo above from Google Street View]. It once - as we recall - sported a bust of Mussolini. How times change (thankfully)!

Monte Sacro's ex-GIL

If you've been a regular follower of the Rome the Second Time blog, or read the book, you might know what an ex-GIL is.  We've written more than 20 times about the most famous one in Rome (below), recently restored, that sits in Trastevere, not far from the river, next to Nanni Moretti's Nuovo Sacher cinema. (It's #10 on RST's Top 40, and the staircase is prominent on the post.)

Here's a reminder: the "ex" stands for "former," and GIL for Gioventu' Italiana del Littorio (Italian Youth of the Lictor [the lictors were bodyguards for Roman magistrates], founded 1937)--essentially a center for indoctrination of young people under the auspices of the Fascist Party.  It replaced a similar organization, the Opera Nazionale Balilla (ONB).  The ex-GIL in Trastevere is a lovely piece of rationalist architecture by famed modernist Luigi Moretti (in the U.S., he's best known for the Watergate complex), and is well worth visiting, if only for a look at the exterior.  The circular staircase, back left of the building, is superb--and usually accessible.

Now that we have that out of the way, we can get to the good stuff.  It turns out there's another ex-GIL, further from the center.  The address is viale Adriatico 140, in the community of Monte Sacro, on the northern edge of the central city, up via Nomentana.  The exterior of the Monte Sacro ex-GIL (sometimes referred to as the Casa di Montesacro) isn't as dramatic as the one in Trastevere, but it's still compelling, its facade covered in thin (2 cm) Carrara marble.  And the scope of the facility goes beyond its Trastevere equivalent; the complex once included sports fields, gardens, a girls' school offering courses in domestic economics, a theater (since demolished), an "ambulatorio" and a "refettorio," an institute for GIL instructors, as well as Italy's largest gymnasium and swimming pools, one inside (coperta), the other outside (scoperta--uncovered).

So it was a big deal when it was opened in 1937, and it's still quite something.

The Casa di Monte Sacro was designed by Gaetano Minnucci (1896-1980), a graduate both in engineering (1920) and architecture (1930). Minnucci spent some time in Holland and brought some of that sensibility to Rome, where he applied it to the design of a building at via Carini, 28, below.

He also was the lead architect on the Palazzo degli Uffici (1939), the first building to be finished in the EUR complex, south of the city (below).


His other works include the Policlinico Agostino Gemelli in Trionfale (Rome) and the central hydroelectric building in Castel Giubileo (Rome), both below.



With the fall of Fascism in 1943, the institute for GIL instructors was suspended and later closed.  Until the mid-1960s the GIL building was used primarily as a youth hostel.  During those years, the complex suffered from lack of maintenance and gradually deteriorated.  The theater was demolished to make way for a post office (altering parts of the facade), some offices for the local government (the commune) and a school.  Unused, the swimming pools fell into disrepair.  In 2013, the regional government (Lazio) provided some funding for restoration and brought the facility much needed public attention.

Still, much remains to be done, as we saw the day we visited, on a tour that was part of the two-day spring event, Open House Roma.

And then there's the outdoor pool, once a handsome affair with a high board, all with a modernist look and the Fascist slogan "Credere/Obbedire/Combattere" (believe/obey/fight) on the far wall:

Because the building is in use as a Montessori school and post office, and for some local government offices, it's possible that one could just walk in and have a look around, or ask someone to show you the pool areas and the gymnasium.

But even if you can't get inside or out back, the exterior is an excellent example of Fascist rationalist architecture.


Moreover, the surrounding area is interesting and devoid of tourists.  Finally, there's a convivial bar/cafe' next door: coffee at neighborhood prices, and tables at no charge.  You could do worse.

24 Hours in Rome

We--that is, RST, Bill and Dianne--are often asked what we "do" in Rome, given that we've been here so often and spend so much time in the city.  There's no simple way to answer the question. We're planners--we read La Repubblica almost every morning, looking for things to do, whether it's jazz in the evening, an art exhibit, or a demonstration to attend.  We read trovaroma, La Repubblica's Thursday supplement.  We get suggestions from friends.  We're on lots of email lists--for music, art, conferences, films series, hiking.  Because we enjoy walking and have a scooter, we're mobile - within about 25 miles of Rome.

On most days, our "sources" yield a couple of things to do.  But once in a while we get lucky, as we did last weekend.  Here's our "24 Hours in Rome," from Saturday night through Sunday night:

Saturday
One of these is carved from Carrara marble and is now in a niche at St.
Peter's.  The other consists of a shell of chicken wire,
covered with clay and plaster of Paris--and came first.  
9 p.m.   A mile+ walk from our Monteverde Vecchio digs to Macro Testaccio (in the former slaughterhouse) for an exhibit by sculptor Giuseppe Ducrot (b. Roma 1966). Highlight is a superb video showing Ducrot at work with his colleagues on a massive statue of Saint Annibale Maria di Francia that eventually is lifted and fitted into a niche at St. Peter's.

10 p.m.  Swing dancing at La Moderna, a restaurant within a stone's throw of Macro Testaccio, in the new Testaccio market. They've cleared the tables for a dance floor. Two women give swing lessons to recorded music, then the live band takes over.  We love to dance, and we do, surrounded by Italian couples, a few of whom know what they're doing.  Beer and wine.

11 p.m.  Up the hill and "home."

9:15  a.m.  Scooter out via Tiburtina to San Basilio, a far-flung suburb to the city's northeast, tight up against the GRA (Rome's outer 'beltway').  Not the sort of place anyone would normally visit, but we've heard there's a tour of area housing, and we are housing addicts.  (From Dianne: Bill has read an article on this suburb, that includes a description of evictions here and the killing of a young protester by a policeman in 1974; hence we're more than merely interested in the housing.)

Then a stroll around the town: lovely garden apartments, a walk through one of them, a substantial public garden, a larger public housing project built in the 1950s.

When the tour ends we nose around, looking at San Basilio's impressive wall art.  The tour is part of Open House Roma 2015 - an event with almost 200 locales - ancient to contemporary - open over the weekend.

12:30 p.m. Now starving, thirsty and tired, on the way home we park the scooter in the main square of Monte Sacro (Piazza Sempione), reminded once again of how evocative its faux-medieval buildings are.  Find our oasis - lunch nearby at "Mezzo Litro," where we had a bit less than that along with two plates of lasagna; too hungry to share.  A straight shot on the scooter down via Nomentana to Monteverde Vecchio (i.e., home).



4:30 p.m.   Our respite at home doesn't last long. Shortly after Dianne discovers a library we want to see is open without reservations as part of Open House Roma, we are back on the scooter to Piazza San Giovanni in Laterano.  The Biblioteca

Pontificia--the Pontifical Library--has been restructured in 2005/06 by architects Riccardo Roselli and Jeremy King, and the work had been recommended to us by a well-known Rome architect.  A delightful space, cleverly designed in a way that our guide likens to Frank Lloyd Wright's Guggenheim Museum in New York City.

5:45 p.m. We can't resist a few minutes inside Borromini's octagonal, domed baptistery (one might say the Guggenheim was inspired by Borromini), which is right there. The metal grates in the floor are alone worth the stop (D: for Bill).

6:30 p.m.  Scooter over to Testaccio, where, according to La Repubblica, a rehabilitated Porta di Roma (Port of Rome) is being opened.  Will the mayor be there?  As it happens, no one's there--no one's where we expect them to be--but on a chance we walk a few blocks to some of the old Roman storage areas we know about.  And there's the crowd.  We're too early for the festivities and the food, so we head for one of our favorite Testaccio bars.

7:00 p.m.  Aperitivo.  Pretty much all the food you'd want and a glass of wine for 6 Euro per person. This cafe is the place where years ago a cat fell from an upper story and landed (unhurt but screeching in terror) on a large awning right above us as we were having a coffee outside. This time we're safely inside, though right next to an open door and in the evening breeze.

7:30 p.m.  Back to the Porta Roma (Porticus Aemelia) opening. The ruins are spectacular: the remains of a 2nd century B.C. storage and trans-shipment facility that would have rivaled the Port of Los Angeles in drama and size.  Now part of a public park space. Yes, you can touch the arches.  Music by a community band of limited ability, a scramble among the Italians (we're full) for the free food.  We manage a couple of glasses of complimentary prosecco.  Some well-done outdoor, permanent watercolors, part of a public art campaign in Rome, have been unveiled.  A ceremony, but no mayor.

8:00 p.m.  Walking to our scooter, which we've left at Porta Portese, we come upon another event that's part of Open House Roma. An open architectural studio, Studio Spazzi Multipli; contemporary design in the basement of an early 1900s Testaccio public housing building.  A glass of bubbly on the house, watching the 20-somethings.

And home.  A nightcap on the balcony, celebrating our "24 Hours in Rome" and thinking, ala Buffalo Bills ex-coach Marv Levy, "There's no place we'd rather be, than right here, right now."

The Story of Zippo

Zippo Libero/Free Zippo.  If, like RST, you walk the streets of Rome's outlying neighborhoods, you'll now and then see the words Zippo Libero written on a wall.  And Zippo is not purely of local, neighborhood interest.

The 23-year-old young man was the subject of a well-atttended march on via dei Fori Imperiali, obviously undertaken with city approval, the marchers uniformed in white T-shirts decorated with the Zippo Libero slogan.  And on December 5 of last year, hundreds of demonstrators gathered in protest outside the Regina Coeli prison, where Zippo was being held.

Zippo, whose real name is Alberto Palladino, is a right-wing militant and activist, with ties to rightist organizations, including the Blocco Studentesco (Student Bloc) and CasaPound, which takes its name from the American poet Ezra Pound who, living in Italy and enamoured with Mussolini's Fascism, made hundreds of radio broadcasts citicizing the United States during World War II.

The event that landed Zippo in jail took  place on the night of November 3, 2011, in via dei Prati Fiscali, a major thoroughfare in Monte Sacro, a hilly, middle- and working-class neighborhood north of the Center.  According to the Carabinieri, who happened by that evening, Palladino was one of 15 men who, with their faces covered and armed with wooden clubs and "mazze ferrate" (iron cudgels) set upon five members of the youth movement of the Democratic Party (PD) who had just moments before finished with some postering--a common activity among political youth groups.  Four persons, all affiliated with the PD, required hospital treatment.

Palladino was identified as one of the aggressors by Paolo Marchionne, head of the PD in the Monte Sacro area (how he made that identification is not clear), and Zippo was arrested in early December, on his return to Italy from Thailand, where he was doing volunteer work.

Despite the marches and protests, Zippo was convicted of assault and battery and in early July, 2012, was sentenced to 2 years and 8 months of house arrest (domicilio coatto) in Ronciglione, a town between Rome and Viterbo were he had previously lived.  At the sentencing, Palladino's mother confronted Marchionne, the only one who had identified Zippo as among the aggressors. 




CasaPound, which occupied a small building near the scene of the November 3 confrontation, claimed the arrest was "purely political," a reponse to Palladino's social activism.  The source of the identification--a political operative on the left--would lend credence to that claim.  Even so, an armed assault took place, 4 young men were injured, and Zippo, given his strong political convictions, may have been among those wreaking havoc.

Zippo Libero?  Maybe, maybe not.
